The Lake of The Woods County Board of Commissioners met in regular session on Tuesday, July 28th,2026 at Lake of the Woods County Government Center in the Commissioners’ Room.
CALL TO ORDER
Chair Joe Grund called the meeting to order at 9:00a.m. and the Pledge of Allegiance was recited with the following members present: Commissioners: Joe Grund, Cody Hasbargen, Ed Arnesen, Jon Waibel, and Buck Nordlof. Also present was County Auditor-Treasurer Lorene Hanson. 
APPROVAL OF AGENDA
Motion
Motion was made by Commissioner Ed Arnesen, seconded by Commissioner Buck Nordlof and carried unanimously to approve the agenda with the following changes: add set budget dates, JD-24 quote approval, landfill building door quote, postage machine lease, and affidavit of lost warrant.
APPROVAL OF MINUTES

Motion was made by Commissioner Jon Waible, seconded by Commissioner Cody Hasbargen and carried unanimously to approve the official minutes of July 14, 2026.

RESOLUTION 2026-07-02

Whereas: Christine Hultman has served the residents of Lake of the Woods County since 

January 7th, 2008 as Lake of the Woods County Social Services Fiscal Supervisor; 

Whereas:  Christine Hultman has resigned from Lake of the Woods County service effective 

July 31st, 2026 with 18 years 7 months of service; 

Now Therefore, Be it Resolved:  

That Lake of the Woods County Board of Commissioners      extends its best wishes and deepest appreciation to Christine Hultman for her dedicated service; 
The resolution was seconded by Commissioner Buck Nordlof and the same being put to a vote, was unanimously carried.

Approval of Affirmative Action Plan
Motion
Motion was made by Commissioner Ed Arnesen, seconded by Commissioner Buck Nordlof and carried unanimously to approve the Affirmative Action Programs for People of Color, Women and Individuals with Disabilities effective July 15, 2026 and to authorize Commissioner Chair Joe Grund to sign the same.
Postage Machine Lease
Motion
Motion was made by Commissioner Jon Waibel, seconded by Commissioner Cody Hasbargen and carried unanimously to approve the postage machine lease effective September 26th, 2026.
Affidavit of Lost Warrant
Motion
Motion was made by Commissioner Ed Arnesen, seconded by Commissioner Cody Hasbargen and carried unanimously to approve the affidavit of lost warrant number 105669.
Set Budget Dates

November 1st, 1987 as Lake of the Woods County Auditor-Treasurer;
 Whereas:  Lorene Hanson has resigned from Lake of the Woods County service effective 
July 31st, 2026 with 38 years 8 months of service;
 Now Therefore, Be it Resolved:  That Lake of the Woods County Board of Commissioners      extends its best wishes and deepest appreciation to Lorene Hanson for her dedicated service;

NW MN Fraternal Order of Police Gambling License

The following resolution was offered by Commissioner Jon Waibel, seconded by Commissioner Buck Nordlof and carried unanimously to approve the following:
RESOLUTION APPROVING 
LAWFUL GAMBLING ACTIVITY APPLICATION 
RESOLUTION NO. 26-07-04

WHEREAS; the Northwest Minnesota Fraternal Order of Police Lodge #8 has submitted a Minnesota Lawful Gambling LG220 Application for Exempt Permit Gambling to be conducted at the following establishment, which is located in Lake of the Woods County: Sportsman’s Lodge on February 22, 2027

NOW, THEREFORE, BE IT RESOLVED, that the Lake of the Woods County Board of Commissioners hereby approves said application for submission to the Minnesota Gambling Control Board.

MDRA Revenue Sharing 
Resolution
The following resolution was offered by Commissioner Jon Waibel, seconded by Commissioner Cody Hasbargen  and moved for adoption: 
Revenue Sharing Fund to Sustain Deputy Registrar Offices
Resolution No. 26-07-05

Whereas, the state of Minnesota has a responsive and well-established network of locally operated deputy registrars acting as independent agents for the benefit of our citizens and the State, who are appointed and regulated by the Minnesota Department of Public Safety; and,

Whereas, the State of Minnesota in 1949 established a filing fee on motor vehicle-related transactions to be retained by the deputy registrar office as their only income to pay for all their associated costs in providing this vital local service on the State’s behalf; and,

Whereas, increasing costs borne by any office include but are not limited to basic inflation, salaries, training, insurance, rent, security, bank fees, utilities, furnishings, phones, computers, IT infrastructure, scanners, copiers, paper and toner cartridges, postage; and,

Whereas, the Department of Public Safety has transferred 40% of their data entry work onto deputy registrars without due compensation for these additional time-consuming tasks; and,

Whereas, the Department of Public Safety has aggressively marketed their exclusive online and mail-in service options to the public which also captures any filing fee in direct competition with deputy registrar offices who depend upon the revenue for their own local sustainability; and,

Whereas, increased costs to provide local services, exacerbated by competition and expanded new duties both caused by the State, now routinely outpace the filing fee income realized by any deputy registrar office and causing 6 permanent local office closures statewide since 2021; and,

Whereas, annual shortages incurred by public deputy offices are now consistently being subsidized by their local governments to remain open, while private deputy offices without this ability are forced to seek alternative lines of credit elsewhere to remain operational; and,

Whereas, a 2022 State commissioned independent expert review (King report) specifically calls on the State to share 25-50% of all filing fee revenue derived from the Department’s online and mail-in transactions with all local deputy registrar offices, and a subsequent State commissioned study from 2024 (Barry-Dunn report) also reinforced the overall need to develop a more sustainable revenue model for deputy registrars to remain operational.

Now, Therefore, Be it Resolved Lake of the Woods County requests that the 2027 State Legislature recognize the critical need to sustain deputy registrar offices and to enact a permanent State revenue sharing fund for deputy registrars, sourced with 50% of the existing filing fee revenue captured by the Department of Public Safety from their online and mail-in transactions to be disbursed quarterly among all deputy offices in Minnesota.

District Supervisor Janelle Cheney gave the board an update and discussed the budget for the upcoming year.

Motion was made by Commissioner Jon Waibel, seconded by Commissioner Cody Hasbargen and carried unanimously to approve $40, 000.00 out of the reserves to go towards NW MN Multi-County Housing and Redevelopment Authority.
Human Resources
Motion
Motion was made by Commissioner Cody Hasbargen, seconded by Commissioner Buck Nordlof and carried unanimously to approve the appointment of Linda Hartnell to Social Services Fiscal Officer at grade 15, step 8, points 335 $35.93.

Motion was made by Commissioner Ed Arnesen, seconded by Commissioner Jon Waibel and carried unanimously to approve the appointment of Anna Sanchez to Auditor-Treasurer at grade 23, step 4, points 597 $50.52.
IT
Motion
Motion was made by Commissioner Ed Arnesen, seconded by Commissioner Buck Nordlof and carried unanimously to approve the upgrade to the door locks as per IT Director John Butenhoff’s recommendation.
Motion
Motion was made by Commissioner Jon Waibel, seconded by Commissioner Cody Hasbargen and carried unanimously to approve the adjustment for IT Director John Butenhoff for Grade 24, step 11, points 625 $60.79 effective July 19th, 2026.
Public Works Update
Motion
Motion was made by Commissioner Jon Waibel, seconded by Commission Buck Nordlof and carried unanimously to approve the quote of $75,595 for new doors for the Landfill building.

Motion was made by Commissioner Cody Hasbargen, seconded by Commissioner Ed Arnesen and carried unanimously to set a public hearing for Joint Ditch-17 for August 25th, 2026 starting at 10 a.m.
Law Enforcement Update
Sherriff Gary Fish did not have any new updates for the board at this time.
