Mayor C. Lundsten called the meeting to order at 6:00 p.m.

Minutes
Council Member L. Huerd made a motion to approve the September 9th meeting minutes.  Council Member J. Kukowski seconded the motion, with it passing unanimously. 
 
Council Member L. Huerd made a motion to approve the September 25th special meeting minutes.  Council Member J. Kukowski seconded the motion, with it passing unanimously.  
 
 
New Business
Jeff Nelson was at the meeting to talk about the proposed school referendum. There was discussion, no action was taken.

Brenda Nelson was not present.

The Council discussed the need for a permanent call-in person to help Tony on occasion. After advertising this position there was one applicant. The Council discussed the application of Chad Lundsten (Chad Lundsten abstained from this discussion). Council Member J. Kukowski made a motion to hire Chad Lundsten as a permanent call-in worker. This motion was seconded by Council Member L. Huerd. The motion was passed unanimously with Chad Lundsten abstaining from voting.

The wage for the permanent call-in position intended to help in City Works was discussed.  Council Member J. Kukowski made a motion to pay this position a starting wage at $20.00/hour. The motion was seconded by Council Member L. Huerd. The motion passed unanimously with Chad Lundsten abstaining from voting.

The pumps for the city’s sewer system was discussed. The Clerk was directed to contact Tristate Pumps and send up to 4 pumps to Tristate to determine which is the best one to refurbish. Then to get a quote on the refurbishment of one pump to be used as a backup for the sewer system.

Council Member J. Kukowski brought up the Library. There was discussion on the number of people that use the library and how many books are checked out each year. After much discussion, Council Member J. Kukowski made a motion to keep the library open when the Clerk is in the office and reduce the hours there is a librarian on duty to 1, 5-hour shift a week. Council Member G. VanDeHey seconded the motion, with it passing unanimously.

Old Business
There was nothing new to discuss about the Vault Toilets.

Clerk Nicholson informed the council that Tony was able to find a set of metal shelving for $100.00 for the storage area at the City Garage.

Ordinance – Nothing new.
Library - Nothing new.
Finance, Budget and Personnel – Nothing new.
 
Claims
Council Member L. Huerd moved to approve the paid claims.  Council member J. Kukowski seconded the motion, with it passing unanimously.
